Each Cycle's Wrath means no more big boats on the coast.

Having all the possible spells makes magic very 'knowable'.  Moving some
spells into a secluded area gives the Judge some toys the players won't
be familiar with.

This also helps cut the page-count down, as it removes a full three
pages.
