bash and dash have different outputs, which means the compilation
fails for one or the other.  By defining the QR code entirely with
makefile syntax, the QR code works on both.

The character sheet's spot to mark 'encumbrance penalties' is only named
'encumbrance', so it's not immediately clear what it does.  Since
characters only take penalties from encumbrance, it's clearer to just
state that it's a space for 'penalties'.
