Issue #1: CSS/HTML : differentiate private elements of list of pages in group

I decided rather to mark public pages with an icon, as the concept of being public seems to be easier to convey with an icon than them being private.

Since that wasn't universally clear by itself, changed the icon_tag helper method to be able to set a helpful title to the icon, to help users understand what the icon is meant to convey.
