WIP: Test: No soledad resource check if not installed

Varac requested to merge (removed):8899_dont_check_soledad_user into master

On VPN-only nodes we don't have soledad installed. When the tests are run, we don't have any way to determine what other services might be installed on other machines. this information is not currently added to the hiera files.

So, for now, the best we can do is just remove the ACL check for 'soledad'.

Also we don't check for the "shared" db which is used by soledad.
