CouchDB > Do ACL users exist? should be aware of soledad's existence

A user wanted to deploy a VPN-only node, which means no soledad service. It resulted in the CouchDB > Do ACL users exist? test failing, because there were no soledad users (see #8893 (closed)). The test should be aware of the configured service and not check for those users if it is not configured in the provider.
