Package MAT2 for the Python ecosystem

I know nothing about python packaging, but apparently this is what cool kids are using those day, so we should join the party.

(The really "cool kids" still use Debian packages.. <3 )

Writing Pypi's setup.py script is as fun as writing a Debian one, and I do suck at both of them. I wrote a simple setup.py file in 1843d05a but I think it's largely incomplete. Any help/tips/MR is more than welcome
