[102] add signup channel

resolves #102 (closed)

when a person sends a message to the designated signup channel, forward the message (and the sender's phone number) to signalboost maintainers in a disappearing message (with expiry set to one day). respond to the sender that they will get a welcome message on their new channel soon.
