[84] tolerate common phone number input variations

resolves #84 (closed)

changes:

• tolerate extraneous quotes and spaces in all positions when parsing a valid phone number

side-effects:

• add phone number validation to REMOVE command handling
• assert that parsed phone number is what is sent out in command responses
