[hf] correct private message shortcut hint

  • we accidentally list ! as the shortuct for PRIVATE in the english-language HELP response
  • this is potentially catastrophic, since ! is actually the shortcut for BROADCAST (the OPPOSITE of private!!!!)
  • we fix it here to be ~
