[hotfix] decrease to 5 signald shards

aguestuser requested to merge hf-decrease-to-5-signald-shards into main
  • 10 shards caused memory starvation. bumping to 5 helped (b/c fewer JVM footprints)
  • 2 keys in our blackbox keyring expired. remove them so we can re-encrypt prometheus config files
