[hf] remove liberal variants of HELLO command

  • motivation: after joining, subscribers get confusing error responses to sentences like "hey, it's jaamal!"
  • deeper fix is to make some commands (like HELLO) role-aware
  • for now, we simply reduce the surface area in which this unexpected behavior is likely to occur
