[hotfix] update diagnostics channel

aguestuser requested to merge hf-update-diagnostics-channel into main
  • context: we think some healthchecks are failing b/c the old diagnostics channel had some untrusted fingerprints
  • fix: rather than try to find the new ones and trust them, just create a new diagnostics channel and use that!
