[#296] Resolve "suggest adding channel name to signal contacts in welcome message"

This PR:

  • adds EN, DE, ES, and FR copy that encourages admins to add channels as contacts
  • removes old signup text

The unit tests passed locally before I added non-EN language support. Are there other tests I should run for copy specifically?
