[hotfix] put signald container on proxy-tier network

aguestuser requested to merge hotfix-cleanup-mr-327-put-signal-container-on-proxy-tier-network into master

this is the last remaining reason i can think of why ngix proxy would not be seeing the signald metrics exporter service as an upstream server when handling scrape job requests from promethesus. fingers crossed it works!
