[signald] use commit 537131fdd15c04a432941fd9bcd49c42c363e9db

this commit in our signald fork adds logging around Manager.sendMessage to give visibility into:

• order in which messsages are queued for sending
• order in which message sending completes
• elapsed time of each sent message
