[hotfix] fix broken localized commands

• Fixes bugs with Spanish-language variants of REMOVE and INVITE commands as reported tonight by users
• Fixes same bug in INVITE in all non-English variants
• Pins postgres docker image version to prevent upgrade breaking changes
