Resolve "automated daily backups of db and keystores"

Closes #40 (closed) Sorry this somehow ended up on the wrong branch!

I guess in hindsight this is ready for MR... all outstanding issues are likely system level. If we deploy this it will be ready when the ansible changes come through. BTW No attachment to the changes to docker-compose-dev.yml, realized after i committed that, though it made local testing easier overall, it still only solves for like half the local dev vs prod differences.
