[noissue] fixup !150

aguestuser requested to merge ni-fixup-mr-150 into master
  • !150 (merged) added some idempotency goodness to our dev db.migrate.up and db.psql scripts
  • this extends that niceness to the db.migrate.undo and db.migrate.status scripts!
  • it also pipes pushd and piped to /dev/null to cut out noise from the underlying scripts in /bin/db/
