[hotfix] update deploy tooling

• add a mounted relative volume to the db image for importing/exporting backup files
• new host ip in env vars
• correct the ansible install script path
• fix typo in COMMIT_HASH env var in signald dockerfile
• just call docker-compose direclty in deploy.yml (workaround some sort of python 2 bug)
