[NOSTORY] add tweaks to deploy setup (mostly about permissions)

wherever i was cheating and doing things as aguestuser, i changed dir permissions to require me to be signal-booster. the README now reflects that.

TODO: might be nice to eliminate the signal-boosters group and only allow the signal-boost user to do anything related to installing/configuring the app?
