prompt hotline message senders to include phone number?

- problem: subscribers often send incoming/hotline messages to admins that admins want to respond to, but they can't b/c they don't have the subscribers' number
- we we envision "side chats" as the robust solution for this (#96 (closed))
- in the short run, perhaps we could prompt hotline message senders to include their phone number if they want admins to be able to respond?
pros/cons? discuss!
