Last Admin must DESTROY or ADD

Value

NO orphaned channels with no Admins. Last Admin must ADD another Admin before being allowed to leave.

Behavior

• WHEN An Admin tries to leave a channel.
  • THEN we check to make sure they are not the last Admin.
• WHEN they are the last Admin.
  • THEN can not leave the channel without ADD'ing a new one or DESTORY'ing the channel and all its Subscriber data.
• WHEN Admin tries to REMOVE Admin number
  • THEN we check if they are trying to REMOVE their own number and if they are the last Admin.
