removal of 3rd violation clause and other copy editing
I find it a bit crass to ask of victims of harassment to endure up to three violations. This code of conduct is quite weak in many regards, but "harassment-free" and "banned or blocked after three violations" don't really fit together at all, or maybe I'm misunderstanding the meaning of "harassment-free"
