Check and compile Puppet code using the CI

drebs requested to merge feature/check-puppet-code into master
  • Use custom image for Puppet code check
  • Use custom image for compiling a catalog for profile::base
  • Fix profiles so they compile without Hiera params.
  • Fix other problems to allow catalog to compile.
