make test fails when run under /tmp
currently, "make test" is known to fail if it is run under a directory with loose permissions (such as /tmp). This is due to the permission checks on files and their parent directories designed to ensure that users can't easily have their authorized_user_ids switched out from under them.
This causes things like pbuilder to fail when building the monkeysphere, because the test gets automatically run.
Since those tests are important for general security, it's not clear to me that we'd want to even provide a mechanism to disable them just to get the tests to complete successfully. OTOH, it'd be really nice to ensure that everything works as intended even when building under /tmp or a similar location.
