consider restarting after upgrade in certain conditions
The debian packages themselves do not send a -HUP to reload the msva after it has been upgraded. This may be not what a user expects, especially if they have a long running X session and do not understand what a HUP is, or even that there is a process that should be HUP'd after upgrade. This should be, in as many cases as possible, automatic so that the user doesn't have to do it manually.
There are going to be cases where reloading automatically is not what should be done, but probably there are many situations where doing so automatically is safe and a reasonable thing to do.
Perhaps a prompting, similar to how iceweasel prompts when plugins have been upgraded could be considered.
