Need some way to advise the msva about checking keyservers?
It occurs to me that we might need some way that the client of an MSVA might want to advise the MSVA to avoid consulting the keyservers.
At the moment, the MSVA pretty much always checks keyservers by default. We might improve that initially by doing a more nuanced checking of the keyservers, similar to how they're checked for @ssh-proxycommand@ (see #2014 for more discussion).
But there still might be a conflict where the MSVA itself is running with a certain @CHECK_KEYSERVER@ setting, but a particular client wants to advise the MSVA to be even more discreet than usual (i.e. don't check) or to be more aggressive (i.e. please check even if you think you don't need to).
the communications channel between the MSVA and its clients is JSON-over-HTTP -- maybe we need to define an extension to this communication so that a client can indicate these preferences to the agent?
