Draft: Borg ssh keygen

Emil Breiner requested to merge borg-ssh-keygen into master

This feature grants the ability to create a rsa keypair within the borgbackup/borg.helper. I decided to focus on rsa because it was the default to create in the first place if no rsa or dsa were already existing. It is possible to specify a comment and a custom location for the keypair.
