Update increment folders' dates
When creating increments by moving older increments from different rotation types (such as from daily to weekly), the rsync handler should update the folder date to match the rotation date, otherwise we end up with contradictory information like

# cat metadata/weekly.1/rotated Thu 12 Apr 2012 01:04:38 CEST 1334185478
A simple @touch@ could let weekly.1 to have the same date as in the metadata.
