[feat] enable invite codes for default new installs

To disable invite codes and open up to the public, it suffices to change in your json the "invite": to false and deploy again. To generate invite codes see https://leap.se/en/docs/platform/services/webapp#invite-codes

I hesitate to merge it because the current documentation is quite hidden. Please update the docs/guides accordingly so admins don't get blocked when initially installing the platform.

alas, this is not how it is supposed to work. provider.json is the source of truth, webapp.json just pulls from provider.json. i can create a template for provider.json instead.
