Feature/optional fog

elijah requested to merge elijah/platform:feature/optional-fog into master

if the correct gems are not installed for the 'leap vm' command, then the user will be prompted to install them.

the reason for this change is that the fog gems have a million dependencies. this will make packaging leap_cli a lot easier and will make installing the leap_cli gem a lot faster.
