Clean up documentation

Max B requested to merge maxb/update-docs into main
  • Removes a Makefile that was largely vestigial and an additional source of indirection
  • Updates the main README
  • Removes a docs/README.md file that was out of date
  • Removes a doc.go go file that was essentially empty
  • Adds documentation for running obfsvpn client standalone
