(re-)implement ListAllGateways():

* validate query parameters
* change bucket filtering - public or private gateways become mutually exclusive
* always return all gateways that are part of the users bucket and filtering scope
* sort gateways according to distance to user, randomize gateway order within the same location
* extend tests for filtering and sorting
