Use Docker for CI
Lets use docker for CI, this way have a clean reproducible build which everybody can run with exactly the same environemt.
I uploaded leapcode/soledad:1.1 based on soledad!29 (merged) (which also has libsqlite3-dev installed which is needed by keymanger tests).
