UDP tuning

micah requested to merge UDP_tuning into main

This will address #7 and #47 (closed).

Additionally, we bump the float subrepo. This isn't strictly necessary for the UDP changes, but it needs to be done for the release, and separating them out is too painful.

I've done a deployment test of this to our test gateways, and it appears to work properly.
