fix: disable ooni-exporter

Gui requested to merge gui/lilypad:disable-ooni-exporter into main

the way ooni-exporter is currently set up, it's hardcoded with black.riseup.net URLs, so it's pointless to run this on any instance other than RiseupVPN.
