pass ADDR=:8080 instead of HTTP_PORT to static-content server

staticserver.go source code expects the env var ADDR in https://0xacab.org/leap/container-platform/static-content/-/blob/main/staticserver.go#L48 there's no mention whatsoever of HTTP_PORT
