Set vpnweb SIP defaults, if none are set (#26).

micah requested to merge fix_defaults into master

If these are not set, and the group_vars/all/sip.yml is modified, we can cause an ansible error due to variables being undefined.

This sets them to the defaults, so we cannot get in that condition.
