Job knot-resolver is down globally

in our production deployment, we have since the very first successful lilypad deployment, an alert firing "Job knot-resolver is down globally"

this fix did not solve it e7b521b3

i have no idea how the alert system works. and i'd love to stay ignorant of it... but ifneedbe, i could dig into this to debug/fix it.
