update API version and dependencies

• update gradle plugin to version 7.2.2
• compile and target sdk to API 31, closes #9057 (closed)
• androidx libraries and leakcanary to latest versions
• update snowflake to 2.3.0
• update ics-openvpn to v0.7.38, OpenSSL to 3.0.5, asio to 1.23
