fix android 4 UI bugs

• convert webps back to compressed pngs because Android 4 devices couldn't display webp's correctly
• fix opengl height/with limit issue resulting in blank background screen on older devices (RiseupVPN)
• fix multiple dialogs popping up on orientation change
• fix donation dialog (rounded image) on Android 4 devices
