Drop Jelly Bean?

Chrome is dropping support for Jelly Bean, Android 4.1-3. We might want to check if still want to support those versions as well, if there are reasons to up the minimum API-level. According to the Android Dashboard only 2.4% of our Bitmask users are still on Jelly Bean (2018 Oct 5). For the next release+1?
