Try different ports to connect to the openvpn server

The platform can change the ports that openvpn runs on. Currently, it does not block the default 1194 if it is not enabled, but it will be doing this in the future.

Regardless, the client must only connect to the ports that are listed in eip-service.json

Since we don't currently try different ports, we should pick a priority, if the ports are enabled. I think the priority should be:

443 80 53 1193

In other words, if port 443 is enabled in eip-service.json then use it, and so on...

I don't know if this should be in 0.8 release, but I think it is relatively important.
