Research app persistence without our own notification
Legacy Android wisdom dictated using a persistent notification in order to ensure your app's service didn't get killed by Android for reclaiming system resources. ICS-OpenVPN employs a persistent notification for this reason.
Android creates its own system level persistent notification for VPN connections, so there are two notifications during VPN connections.
Based on this fact, and the fact that a VPN connection is a persistent service that ties in to the system level in a deeper way than many apps' persistent services, it is likely that using our own notification for persistence is unnecessary as the system will keep the service alive.
We need to confirm that this is the case.
