a minimal http web api for controlling the vpn. ping me to rebase when the pending mrs are merged (!100 (merged)).

I was exploring this mainly to produce something useful for #303, but I think part of the work is also useful to start adding cli argument parsing (to reach feature parity with current, not far from complete) and also to authenticate the management interface.
