Create, sign and publish Ubuntu ppa builds for tag 0.24.8

  • Wait until !251 (merged) works/is merged
  • git checkout 0.24.8 tag, git checkout new branch + cherry newer pick ci commits
  • let the CI build packages
  • download artifacts in Ubuntu VM, sign and publish to ppa
  • test: use/install package from ppa
  • do the same for Ubuntu 22.04 and Debian12
  • Update the release process docs
