Add support for DoGeoLocationLookup

Once bitmask-core!11 (merged) is merged

• Add a new boolean field DoGeoLocationLookup to provider config (providers/vendor.conf)
• Fix branding/scripts/gen-providers-json script
• Add field in the go struct
• Update to latest bitmask-core
• startup: if DoGeoLocationLookup is true, then do the location lookup
• Test: Check if the location is sent to menshen
