Translation files

It would be great to generate some .po files so we can translate MAT2 to other languages.

The sooner the better, as translators will also need some time to translate...

Currently, there isn't much to translate, except maybe the cli. I'll come back to this issue once either #3 (closed), #2 (closed) or #22 (closed) is done.

Last time I had to implement translations, it was a nightmare :'( Maybe it'll be easier this time, lets do this!
