Consider adding webseed option to mktorrent

When the bittorrent tracker we use goes down, some clients don’t understand this and don’t download the ISO. We could mitigate this by adding a webseed option to mktorrent (-w http://dl.amnesia.boum.org/tails/stable/tails-i386-1.3/tails-i386-1.3.iso). This allows people to download from one of our many mirrors and upload that to their peers using bittorrent technology.
