Enable web seeding in torrent files

Recent version of BitTorrent clients allow to use a mechanism named web-seeding.
It allows torrents to be partially fetched through web-servers. It can be interesting to check how this mechanism works and if it can’t be added to tails .torrent files, to leverage the HTTP mirrors.

It would increase a bit the load on the mirrors but offer better performances for torrent download, especially for constrained period, like when a new torrent has just been released.

This web-seeding feature is already used by blizzard for distributing its games (world of warcraft etc…) and by haiku-os: https://www.haiku-os.org/get-haiku
